This analysis examines the recruitment journey of migrant workers in Taiwan (primarily in the manufacturing sector), identifying gaps between local laws and their practical implementation, as well as discrepancies between Taiwan’s legal framework and international standards, such as the ILO Fair Recruitment Principles.

Also based on the 4 categories of risk indicators developed by Human Resources Without Borders (RHSF), this report identifies potential vulnerabilities within the recruitment process, offering insights into areas needing improvement to promote ethical and fair labour migration.

The strategy centres on fostering a shared understanding by providing a comprehensive assessment. The findings target key stakeholders such as the Taiwan government and officials from the origin countries of the workers, the economic actors (companies, recruitment agencies, etc.) and civil society organizations (CSOs) to encourage dialogue and raise awareness before initiating action.
